Prof. Jyh-Cheng Chen (National Chiao Tung Univ., Taiwan)
	Jyh-Cheng Chen received the Ph.D. degree from the State Univ. of New York at Buffalo, USA, in 1998. He was a Research Scientist with Bellcore/Telcordia Technologies, Morristown, NJ, USA, from 1998 to 2001, and a Senior Scientist with Telcordia Technologies, Piscataway, NJ, USA, from 2008 to 2010. He was with the Department of Computer Science, National Tsing Hua Univ. (NTHU), Hsinchu, Taiwan, from 2001 to 2008. He was the Director of the Institute of Network Engineering with National Chiao Tung Univ. (NCTU), Hsinchu, from 2011 to 2014. He served as the Convener, Computer Science Program, Ministry of Science and Technology, Taiwan, from January 2016 to December 2018. He has been a Faculty Member with NCTU since 2010. He is currently a Chair Professor with the Department of Computer Science, and Dean of College of Computer Science, NCTU. Dr. Chen received numerous awards, including the Outstanding Teaching Award, NCTU, the Outstanding Research Award from the Ministry of Science and Technology, the Outstanding I. T. Elite Award, Taiwan, the Mentor of Merit Award from NCTU, the Medal of Honor from the Institute of Information and Computing Machinery, the Outstanding Professor of Electrical Engineering from the Chinese Institute of Electrical Engineering, the Outstanding Teaching Award from NTHU, the best paper award for Young Scholars from the IEEE Communications Society Taipei and Tainan Chapters, and the IEEE Information Theory Society Taipei Chapter, and the Telcordia CEO Award. He is a Fellow of the IEEE and a Distinguished Member of the ACM. He was a member of the Fellows Evaluation Committee, IEEE Computer Society.

Dr. Hiroaki Harai (National Institute of Information and Communications Technology, Japan)
	Hiroaki Harai received his Ph.D. degree in information and computer science from Osaka Univ., Japan in 1998. After he led R&D on innovative network architecture technologies, he has been appointed to a director-general at the National Institute of Information and Communications Technology, Tokyo, Japan since 2018, where he is leading R&D testbed construction and stable operation of networks and cloud.

	Mr. Lee, Yeong Ro majored Electrical Engineering at the Kyungbuk National Univ. and received an MBA from Korea Univ. and Ph.D. of Information System Management from Hankuk Univ. of Foreign Studies. He joined the LG Group in 1986 where he had many experiences in telecommunication products and system integration business over the years. Since he moved to NIA(National Information Society Agency) in 1996, he has been actively involved in National Broadband Infra and ICT related Initiatives over 20 years as a division leader of NIA. Currently, he is a vice president of NIA.
